James L. Perley
President / CEO
After earning his Bachelor of Science degree from California State University in Hayward, Jim formed Perley Cable Construction in 1981 and began providing installation and construction services and would later pioneered the use of directional boring in the communications field. In 1989, Jim formed Tel-Star Communications which now serves customers in central Illinois with voice, video, and data services. He expanded his business in 1993 to include engineering and design services with current customers throughout the United States.
Jim currently serves as President/CEO of PCCI Group, overseeing all aspects of the services it provides.
Director of Operations
John has over 30 years of experience in the telecommunications industry. He began his career at Combined Cable Corporation as a technician. After joining PCCI group in 1989, John began work designing and building what is now Tel-Star Communications serving customers in Illinois. In 1993, John assisted in PCCI’s pioneering of horizontal directional boring in the communications field.
John has managed many HFC and fiber construction projects throughout the Midwest, totaling thousands of miles. He currently serves as director of operations, overseeing all aspects of engineering, installation, and construction. In addition, John also oversees Tel-Star Communications, an affiliated MSO, which serves thousands of rural central Illinois customers with voice, video and data services.
Kirk has over 30 years of experience using CAD and GIS software to design solutions for client projects. His experience includes using the AutoCAD program, as well as creating custom macros and applications designed to increase efficiency and accuracy. His experience with CAD and geographic coordinate systems also led to his use of GIS software including ESRI Arcview, QGIS, and AutoCAD Map 3D for project mapping and information management. He has managed several multi-state mapping projects.
Kirk led the recent transition from project management and tracking using dozens of separate Excel spreadsheets into one integrated Quickbase database. This same integration project also included creating a web app for use by a major client. The database and web app have greatly streamlined and simplified the project and document management for the client; while at the same time allowing PCCI to track project status, hours, invoices, etc.
